Many ticklish problems are likely to arise at the conference, requiring an American representative with Mr Hull’s prestige and position. It is confirmed that Admiral Standley, United States Ambasasdor to Moscow, is not returning there, states a Washington message. The New York “Herald-Tribune” states that it is authoritatively confirmed that Admiral Standley’s successor will be Mr Harriman. MR SUMNER WELLES RESIGNATION ANNOUNCED BY PRESIDENT NEW YORK, September 26. President Roosevelt announced that the Under-Secretary of State, Mr Sumner Welles, has resigned and will be succeeded by Mr Edward Stettinius, lend-lease administrator. He added that Mr Welles desired to be relieved of his heavy duties because of his wife’s health.
