Referring to the slackening of submarine attacks, Colonel Knox (Secretary for the Navy), in a statement, said this probably was due to the recall of U-boats in order to refit additional anti-aircraft guns. Colonel Knox added: “As sure as sunrise they'll be back.’’ He pointed out that the Üboats’ new anti-aircraft tactics redttced the usefulness of blimps and the potential usefulness of heliocopters, as anything that hovered was endangered. The blimps were exceptionally successful against submarines until the Üboats took to firing at the blimps. _ Colonel Knox issued a warning against the tendency to believe that the submarine menace had stopped. He said ,it had diminished, but had not been eliminated.
