Diplomatic circles say Mr Norman Armour, the American Ambassador, is returning from the Argentine because the Argentine Government broke its promise to him that it would break off relations with the Axis if the United Nations recognised the Ramirez regime, says the New York “Herald-Tribune’s” Santiago correspondent. Diplomats say the British and American Governments recognised Ramirez because of that understanding.
