The proceedings of the Brisbane Line inquiry ended today, when Mr Justice Lowe announced his decision on the question of Parliamentary privilege. He found that the Bill of Rights enacted by the British Parliament in 1689 during the reign of William and Mary precluded the Royal Commission inquiring into the allegations about a missing document made by the Minister of Labour, Mr Ward, in Parliament. The judge said that had the commission been appointed by Parliament instead of by the executive, then Parliament would have waived its privileges and the inquiry could have proceeded. Though Mr Ward is protected by privilege. Mr Justice Lowe believed he had the power to inquire into the custodianship of the official file, evidence concerning which was taken in camera on the previous day. His findings on this point will be sent to the GovernorGeneral.
