“PROOF” THAT ROOSEVELT BEGAN WAR. AND THAT CHURCHILL STARTED BOMBING. (By Telegraph—Press Association—Copyright) LONDON, July 7. The German Government has published two more White Books —the first “proving” that President Roose- » velt began the war, and the second that Mr Churchill began the bombing. The diplomatic correspondent of “The Times” says that the White Books are designed to take the German people’s minds from their leaders’ responsibility for the war and weld the people more firmly for the months of defensive or retaliatory warfare ahead. In many German memories of the last war recurs a suggestion that the German Government did not slander the Allies sufficiently and develop hatred among the Germans.' The present German Government has certainly cleared itself of any such charge.
