At a brief meeting of the Pacific Council, President Roosevelt reported on the operations on Attu and also gave an estimate of the continuing attrition of Japanese merchant shipping. Lord Halifax later described the estimate as “not bad.” He added that the meeting was devoted mostly to factual reports. There was nothing startling.
