COMMISSIONER RECEIVES C.B.E. (Received This Day, 1 p.m.) LONDON, June 1. A former second in command of the Salvation Army in New Zealand, Commissioner Albert Osborn, receives the C.B.E. in the birthday honours. He is at present the head of the Army’s evangelical operations, embracing 1600 corps throughout the British Isles. He is one of the Army’s greatest song writers.
