The spokesman, Hendrich Echleicht. of the German Naval Commander-in-Chief’s Submarine Headquarters, was explaining the reduction in Allied sinkings by U-boats. He said: “It requires immense daring to take up the cudgels against such a maritime Power as Britain. All the best enemy brains are concentrated on the U-boat menace. New apparatus has made the U-boat’s greatest strength—its invisibility—an illusory advantage. A whole fleet of escort vessels and aircraft has been mobilised. When America came into the war, the balance of power was tipped against us.”
