INCOME TAX PLAN. REJECTED BY AMERICAN HOUSE. (By Telegraph—Press Association —Copyright) (Received This Day, 9.40 a.m.) WASHINGTON, March 31. The Administration won the first major victory in the present Congress when the House of Representatives rejected the controversial “pay as you earn” income tax plan, which involved forgiveness of the 1942 taxes. The House ordered its Ways and Means Committe to draft a substitute Bill.
