GERMAN MOBILISATION DECREE BROADCAST BY DR. FRANK. GREATER EFFORT DEMANDED FROM FRANCE. It is stated that Laval has volunteered to introduce a more satisfactory procedure, replacing the present French labour draft, which admittedly failed. (Hitler, in his proclamation to the Nazi Party on February 24, after referring to his being “chosen by Providence,” said: “How else could it have been possible to force all the occupies countries in Europe to work and fight for Germany against Russia ana the other Allied nations? We consider it quite natural not to spare alien lives at a time when such sacrifices are demanded of us.”)
