BEVERIDGE PLAN
ATTITUDE OF GOVERNMENT LABOUR DISSATISFACTION. HOUSE OF COMMONS REJECTS MOTION. LONDON, February 18. The House of Commons today re- . jected a Labour motion expressing 4' dissatisfaction with the Government’s"' attitude towards the Beveridge Plan for Social Security. The voting was 325 to 119. The vote was taken after the Home Secretary, Mr Herbert Morrison, had wound up a three days’ debate in the Commons. A Parliamentary correspondent says that many members were of the opinion that had Mr Morrison made his speech at the beginning of the debate the Government would have been spared a lot of trouble. Labour Ministers are expected to meet to consider their own position, in view of the big opposition vote. Mr Morrison said there were 23 chief new points in the proposed system of social insurance. Sixteen of these had been accepted by the Government, sby/*i had been held over for further consideration, and only one, a proposal to change commercial life insurance into a public institution, had been rejected for the time being. The Government had also accepted the three basic principles, jobs and health insurance for everyone and a child allowance. The amendment was moved in the names of the Labour members, Messrs Griffiths, Barnes, Shinwell and Ellis Smith.
