COMPREHENSIVE SCHEME IN CANADA. FREEDOM PROMISED FROM FEAR AND WANT., (British Official Wireless.) (Received This Day, 9.40 a.m.) RUGBY, January 29. To make freedom from fear and want “the assured possession of all,” the Government of Canada proposes a comprehensive scheme of social insurance, it was announced in the speech from the Throne, at the opening of the new session of Parliament in Ottawa. The speech said it was proposed to work out post-war security plans at once, and they will “constitute a charter of security for the whole of Canada." The speech laid emphasis upon the necessity of guarding against major economic and social hazards which may arise at the end of the hostilities. A national system of health insurance also was proposed.
