PROBLEMS FOR JAPAN. (By Telegraph—Press Association —Copyright) NEW YORK, January 27. ,If the United Nations can increase the present rate of ship sinkings Japan will be unable to replace them before 1944, says the ‘New York Times” Washington correspondent, quoting information reaching the United States. However, he says, if the rate is not increased the new Japanese shipyards will be producing at least at the rate of the current losses by June. Shipping, the serious shortage of skilled workers, and coal and transport difficulties which are preventing an expansion of steel production are serious headaches in Janan’s war programme.
