LEND-LEASE AID
PURELY MILITARY ARRANGE- ‘ MENTS. AVOIDING POLITICAL ISSUES. (By Telegraph-4 Press Association—Copyright) (Received This Day, 11.5 a.m.) NEW YORK, December 20. Authoritative Washington circles expect General Giraud to “emerge more conspicuously, as the French commander, whose one aim is the liberation of his country.” General Giraud is now proving himself first in battle while Admiral Darlan is acting as a sort of trustee of the role of callaborqtor. The “New York Times” says Washington circles understand that American lend-lease aid for North Africa and West Africa will be purely a military arrangement under the authority of General Eisenhower, not involving agreements with the civil authorities. It is hoped thereby to avoid raising further political issues and also to divest provisional arrangements for North Africa of political implications. The chief co-ordinator of national economy for the Brazilians, Senor Debarros, announced that Brazil will take a lead in feeding North Africa and other Axis dominated countries as soon as they are freed.
