ATTEMPTED BY HITLER BUT GIVEN UP AS BAD JOB. DOOR CLOSED BY SOVIET. NEW YORK, November 21. “Pertinax,” writing for the (North American Newspaper Alliance, said he had learned from a trustworthy diplomatic source that Herr Hitler tried in the last months, with M. Laval’s assistance, to open peace negotiations with M. Stalin. Hitler ordered Laval to appoint the former French Charge d’Affaires in Moscow, M. Jean Payart, French Minister in Sofia, in order to discuss there with the Soviet Minister German peace proposals. Shortly afterward, however, Hitler informed Laval that the appointment , was no longer necessary, and explained that the Soviet had been approached, but closed the doors against any peace parleying.
