SPAIN’S NEUTRALITY
PURPOSE OF MOBILISATION. (By Telegraph—Press Association— Copyright) (Received This Day. 10.5 a.m.) WASHINGTON, November 19. The Spanish Government has explained that its partial mobilisation is designed to safeguard Spain’s neutrality against both the Axis and the United Nations, according to reports received here. President Roosevelt has already assured General Franco that he need not fear the United Nations, says the “New York Times,” but it is not known whether Axis threats have occasioned concern in Madrid. The mobilisation is regarded as precautionary and as directed particularly at Gibraltar and the French frontiers.
