PROPOSED BV ARGENTINA STATEMENT BY FOREIGN MINISTER. ADHERENCE TO “STRICT NEUTRALITY.” (By Telegraph—Press Association—Copyright) (Received This Day, 11.55 a.m.) BUENOS AIRES, October 16. The Foreign Minister, Senor Ruiz Guinazu, stated that Argentina had no intention of breaking relations with the Axis Powers at present and will adhere to the policy of strict neutrality. Meanwhile reports from Caracas indicate that the Venezuelan and Colombian Government are attempting to bring Chile into closer hemispheric cooperation, with the reconciliation of Chile and the United States as an objective.
