(Received This Day, 12.5 p.m.) WASHINGTON, October 14. -The Secretary for the Navy (Col- . pnel Knox) said that Brazilian naval forces had been placed under the direction of an American area commander, Admiral Jonas Ingram, who is expanding onerations considerably in the area of submarine activity.
