CHARGES OF FRAUD
AT AMERICAN MUNITIONS FACTORIES
MILLION DOLLARS INVOLVED INSPECTORS & VICE-PRESIDENT ARRESTED. WORKS TAKEN OVER BY NAVY. (By Telegraph—Press Association— Copyright) (Received This Day, 10.30 a.m.) WASHINGTON, October 13. The White House announced that under the terms of a Presidential order, the Navy had taken possession of the establishment of Triumph Explosives Incorporated, at Elkton, Maryland, and two subsidiaries, the Milford Ordnance Company ahd the Sussex Ordnance Company, because it was desirous that they should be operated effectively and safely.
The Federal Bureau of Investigation arrested the plant vice-president and Army and Navy inspectors on bribery charges, which resulted from an audit by the re-negotiation section of the Navy. The inspectors allegedly accepted bribes in the guise of service fees. The Navy’s preliminary investigation indicates that more, than a million dollars of management irregularities are involved. The White House said that those arrested were Josef Ben Decker, executive vice-president of the Triumph plant, J. A. McCambridge, until recently civilian Army inspector at the Triumph plant, and Reginald Gregory, chief civilian Navy inspector at the Triumph plant. More' arrests are expected.
