DESIRE TO CEASE FIGHTING
ON THREAT TO EXISTENCE BEING AVERTED.
STATEMENT BY LEGATION IN WASHINGTON.

(Received This Day, 12.35 p.m.) WASHINGTON, September 20. Finland wants to cease fighting as soon as the threat to her existence has been averted and guarantees obtained for a lasting security.—This statement was made by the Finnish Legation which added: “In diplomatic discussions and in the foreign Press, the possibility of a separate peace between Finland and Russia has been suggested. However, no peace proposal has been made to Finland.” The United States State Department maintains that the conversation in August, between Mr Sumner Welles and the Finnish Minister, M. Procope, was a bona fide step towards peace, but the Department refused to comment on the Finnish Legation statement.
