CHINESE RECONSTRUCTION EFFORTS ON HEELS OF RETREATING JAPANESE. CO-OPERATION OF ARMY & PEOPLE. (By Telegraph—-Press Association—Copyright) (Received This Day, 10.45 a.m.) NEVI YORK. September 15. The “New York Times’’ Chungking correspondent says the Chinese are engaged in a large-scale rehabilitation of the ravished areas of Ihe Chekiang and Kiangsi Provinces, close upon the "Teels of the withdrawing Japanese. Measures include the relief of refugees, treatment of epidemic diseases and a final round-up of traitors. The keynote of the reconstruction efforts is greater co-operation between the people and the army.
