BRITISH TRADES CONGRESS RESOLUTION TiME FOR OFFENSIVE IN EUROPE. MATTER FOR COMPETENT AUTHORITIES. (British Official Wireless.) (Received This Day, 10.35 a.m.) RUGBY, September 10. The following resolution was carried by the Trades Union Congress relating to the opening of a second front: “The Congress, sharing the general desire to give maximum assistance to Russia and to hasten decisive military action which will bring about the defeat of the enemy, pledges the fullest support of the British Trade Union Movement as soon as competent authorities decide that the time has come to launch offensive action in Europe.” An amendment expressing the conviction that the immediate organisation of a second front was necessary was defeated.
