ATTACK ON SIBERIA
— MAY FOLLOW TOGO’S RESIGNATION SPECULATION IN UNITED STATES. RETIRING MINISTER FRIENDLY TO RUSSIA. (By Telegraph—Press Association—Copyright) (Received This Day, 11.20 a.m.) NEW YORK, September 1. The Cabinet Information Board announced that Mr Togo (Foreign Minister) resigned for personal reasons. The Emperor has accepted Mr Togo’s resignation and instructed General To jo (Premier) to assume te Foreign Affairs portfolio. The Associated Press of America says the resignation possibly is a prelude to a Japanese attack on Siberia. Mr Togo negotiated the Tokio-Moscow Neutrality Pact and repeatedly affirmed Japan’s pledge of friendship to Russia.
