HELP FOR SPAIN
ON VOLUNTARY BASIS SUGGESTED BY PRESIDENT ROOSEVELT. ACTION AFTER THE WAR. (By Telegraph—Press Association—Copyright) (Received This Day, 10.35 a.m.) WASHINGTON. August 28. President Roosevelt told his Press conference that he proposed a broad plan by the Americas to help Spain repair her civil war damage and cultural treasures and to stimulate post-war travel to Spain. The programme would he purely voluntary, funds coming from foundations and voluntary contributions. Mr Roosevelt said that of course the programme was predicated on the assumption that Spain \yould remain neutral. This brought a question whether the plan was intended to influence Spain. Mr Roosevelt definitely repelled that idea, saying that such a thing would impugn his motive. Asked were there not many who would object to helping Franco's Government in any way, Mr Roosevelt replied in the negative, remarking that the cultural treasures of any country survive its governments.
