TRIAL OF AMERICANS
BY THEIR OWN COURTS.
PROPOSED PROVISION IN NEW ZEALAND.

A statement that it was proposed to make special provision for the trial at American hands of offences committed by American nationals in New Zealand territory was made by the Prime Minister, Mr Fraser, when replying in the House of Representatives last night to an urgent question by Mr Lee (Democratic Labour, Grey Lynn) on behalf of Mr Barnard (Democratic Labour, Napier). Mr Fraser said it had not yet been decided whether the provisions would take the form of legislation as in the United Kingdom, where the greater part of them were enacted by regulations. In Australia and Canada, the necessary measures had been embodied wholly in regulations. ' “The time required for the drafting of the provisions,” said Mr Fraser, “may preclude the introduction of legislation during the present period of the session, and therefore regulations may be required. These can be followed later, if deemed advisable, by legislation superseding the regulations at least in part. In any case a full opportunity to discuss the provisions will be given.”
