A survey of the reserves of labour, both male and female, to find the numbers engaged in each industry, the numbers withdrawn from each type of occupation, and labour shortages was to be made. Coupled with this inquiry, steps would be to find the total requirements of various commodities and services to that a definite plan could be formulated to balance the needs of industry and of defence. The possibility of training more workers for various occupations would also be investigated, said the Minister.
