VICHY DENIAL
THAT ENVOY IS LEAVING WASHINGTON.
NEW YORK STATEMENT CONTRADICTED.

The French Embassy denied that passages have been reserved on the Lisbon Clipper for M. Henry Haye and his two chief aides. An earlier message, from New York, read: — M. Henry Haye, Vichy’s envoy to Washington, has requested priority passages on the Lisbon clipper for himself and his two chief aides, says the New York “Post.” M. Haye’s departure to report is accepted as an indication that he will not return and what may be described as the halfopen diplomatic door will be shortly slammed tight. The Berne correspondent of the “New York Times” reports that French diplomats abroad are gradually receiving orders from Vichy to liquidate their establishments and return to France to reside permanently. Most recipients of of the orders, the paper adds, believe that their residence may be under police surveillance,
