Replying to Lord Davies, who urged in the House of Lords that an InterAllied Commission should be set up to consider the implications of the Atlantic Charter and the Soviet Treaty, the Lord Chancellor (Lord Simon) said an international authority was needed to keep the peace in future, by force if need be, but the establishment of the commission suggested by Lord Davies would be premature.
