Mr Simon Lake, the submarine inventor, testifying before the Military Affairs Sub-Committee of the Senate, recommended the United States to build cargo submarines to elude U-boats, instead of attempting to build surface ships faster than submarines can sink them. He averred that submarine cargo vessels capable of loading 7590 tons of cargo, with a speed of twelve knots on the surface, and eight submerged, would be economical and safe to operate.
