EXPANSION IN SPAIN UNDER GERMAN SUPERVISION. SUBMARINE PARTS TAKEN OVERLAND. (Received This Day, 10.10 a.m.) RUGBY, July 21. The Moscow radio, quoting Swiss diplomatic circles, said the Spanish Navy is being expanded by the addition of a large number of submarines and motor torpedo-boats. New shipyards are being built at Cadiz, Malaga and Almeiria and existing ones are being enlarged, under the supervision of German engineers. Submarine parts are being brought overland from Germany and Italy. Large numbers of German technicians are supervising the assembly work. Three thousand German naval officers and ratings arrived in Spain in May and June and have established their headquarters in Malaga.
