STATEMENT BY GENERAL TO JO. (By Telegraph—Press Association —Copyright) (Received This Day, 1.0 p.m.) LONDON, July 15. The Tokio radio quoted a speech by the Premier (General Togo) in which he declared that the Soviet Government had assured Japan that Russia s new treaty of alliance with Britain and her agreement with the United States did not contain provisions regarding Japan. General Togo added that relations between Japan and the Soviet continue to be regulated by the 1941 treaty of neutrality.
