GRAVER THAN EVER ACCORDING TO HORE-BELISHA. NEED OF AIDING RUSSIA. (By Telegraph—Press Association—Copyright) (Received This Day, 1.20 p.m.) LONDON, Julyl3. Mr L. Hore-Belisha, in a speech, said he thought the situation and prospects at present graver than ever —certainly worse than at the time of the Battle of Britain. What a tragic commentary on our lost opportunities it was that while the Russians were being pressed back across the River Don, we could not take land action to relieve the German pressure. Something plainly was wrong with our methods. “Unless we drastically eradicate our shortcomings in organisation and personnel,” he said, “the time will come when it will be too late to avoid disaster.”
