At least 23 men are reported to have been killed in the torpedoing of the freighter San Pablo. The Costa Rican Government has seized control of all communications and arrested suspicious elements. Later reports state that a submarine attacked the San Pablo, which is a United States ship of 3305 tons, on the Panama registry, while she was in dock discharging cargo at Puerto Limon. The submarine fired three torpedoes. and the killed included stevedores as well as members of the crew.
