NEW MINISTERS
LIKELY TO TAKE OFFICE TODAY CONSTRUCTION OF THE WAR CABINET. INCLUSION OF MR. HOLLAND. (By Telegraph—Press Association.) WELLINGTON, This Day. Though no further developments in connection with the establishment of the War Administration were disclosed yesterday, there is still a probability that the new Ministers to be appointed will take office today. The House of Representatives is to resume tonight after the long weekend adjournment, and it is expected that the necessary formalities will have been completed by then. There appears to be some misconception as to the actual relationship between the Wai' Administration and the War Cabinet. In his announcement of the agreement between the two parties, the Prime Minister, 'Mr Fraser, said it would be necessarylfor a smaller, number of Ministers to' be in constant attendance for the purpose of dealing promptly with war questions each and every day as they arose. This has been interpreted in some quarters to imply that there will be a War Cabinet distinct and separate from the War Administration. This is not so. As already announced the War Administration will consist of 13 Ministers. Six of them will be present Labour Ministers, six members of the Opposition, including Mr Coates and Mr Hamilton, and there will also be one trade union leader. This Ministry of 13 will carry out the full administration of New Zealand’s war effort, but six of their number will constitute the War Cabinet and function on lines similar to the present War Cabinet. It will consist of the existing five members—Mr Fraser, the Minister of Defence, Mr Jones, the Minister of Supply, Mr Sullivan, Mr Coates and Mr Hamilton—with the addition of the Leader of the Opposition, Mr Holland. It is understood that Mr Holland will retain his present office as Leader of the Opposition in order to meet the constitutional requirements of the House. Mr Holland and the other new Ministers from the Opposition will continue to occupy seats on the Opposition side of the House.
