CRITICISM OF AMERICAN POLICY. (By Telegraph—Press Association—Copyright) WASHINGTON, June 18. The journal “Aviation,” in a strong-ly-worded editorial, complains that the army air force is spending 312,000,000 dollars for the establishment of training facilities while persistently repudiating offers of the use of vast civilian facilities capable of training 180.000 pilots annually. The journal explains that the present military and naval facilities are only capable of producing at the most 50,000 pilots annually, which in view of the expected level of plane production will result in a serious shortage of pilots.
