SOVIET & CANADA
DIPLOMATIC RELATIONS ESTABLISHED. MINISTERS TO BE EXCHANGED. (British Official Wireless.) . (Received This Day, 11.25 a.m.) RUGBY, June 12. An agreement establishing diplomatic relations between the Soviet Union and Canada was,signed at the Soviet Embassy in London. The signatories were M. Maisky (Soviet Ambassador) and Mr V. Massey (Canadian High Commissioner). Consular relations between the two countries were restored some time ago and the present agreement, which comes into force at once and is not subject to ratifications, establishes direct diplomatic relations and provides for an exchange of Ministers.
