AN UNAVOIDABLE NECESSITY.
THE rationing of commodities which is now being extended in this country finds its justification less from the standpoint of the release of manpower for essential service than as a means of preventing panic buying and hoarding. The Government obviously has done the right thing in acting without warning and giving no opportunity for a buying rush before the new measures of control now instituted had taken effect. While the need for rationing must be recognised, the scheme no doubt will be open to adjustment in details. One of these was mentioned in our news columns on (Saturday. Some provision has been made for the purchase, without the use of coupons, of gifts of clothing and other articles to be sent to soldiers overseas, but no arrangement has been made to permit purchases by soldiers still in the country. This presumably is an oversight and certainly should be corrected.
