Admiral Emory Land, chairman of the Maritime Commission, told the Commerce Committee investigating, the use of inland waterways for the transport of petroleum: “You cannot cure the submarine menace, but you can ameliorate it. That is the history of the last war. That is going to be the history of this war.”
