MASTERTON, WAIRARAPA i SOUTH AND FEATHERSTON. I PUBLIC NOTICE. ; 1. Pursuant to the Lighting Restrictions Emergency Regulations, 1941. ' Amendment No. 1, and other Amendments, and by virtue of the authority of the Dominion Lighting Controller delegated to us pursuant to the said regulations, we, the undersigned, de hereby give Public Notice and Order that a blackout trial of all lights other 1 than those specifically exempted by the Regulations throughout the areas of the Boroughs of Masterton, Carterton, Grey- ' town, Featherston and Martinborough, ’ and the Couties of Castlepoint, Master- ‘ ton, Wairarapa South and Featherston. ’ will be held on MONDAY, the 18th day of May, 1942, for an undisclosed period between sunset and midnight, and, dur- . ' ing that period, and for the purposes of the trial, the conditions of a “period oi ' emergency” will apply. ; 2. We hereby give further Public Notice that sound signals will be given on various devices to indicate the beginning and ending of the emergency ■ period as follows:— (a) The “Alarm,” a succession oi : blasts of ten seconds duration each, followed by a lull of five ; seconds, the total period of the signal lasting two minutes. (b) The “All Clear,” a continuous blast of two minutes’ duration on sirens, whistles or ringing of bells. ■ 3. During the period of the blackout trial it shall not be lawfulla) For any light to be displayed in* ; side any roofed building, closed , vehicle, or other covered enclosure in such circumstances that . any illumination therefrom is visible from outside the building, vehicle or enclosure. (b) For any light to be displayed otherwise than in a roofed builds' ing, closed vehicle or other covt, ecl enclosure. Provided that light may be displayed from any ex--8 ternal lamp with which any f vehicle is lawfully equipped so long as the following conditions are complied with, namely: — (i) That the power of the lamp ' does not exceed 7 watts. (ii) That the aperture through which the light is emitted is partly obscured by covering the whole of the aperture with paper or some other uncoloured material having a density equal to that of two sheets of newspaper and not wetted, oiled, varnished or treated in any other way so as to increase the transpar- >. ency, or is partly obscured : by any other means so as tc produce approximately the same effect; and. ] (iii) That no light is displayed at any time while the vehicle is ; parked. 1 4. Lights specifically exempted are as ■ follows:— > (a) Any light displayed on any vehicle Used as an ambulance, and being: at the time used on urgent ambulance work. (b) Any light displayed on any vehicle used for a fire brigade for attendance at fires, and being at the time on urgent fire service. (c) Any light displayed by any constable or any member of His Majesty’s Forces acting in .the course of his duty as such. (d) Any light displayed on any vehicle while it is being used for the purpose of His Majesty’s Forces except to the extent to which the vehicle is made subject to these regulations by or in accordance with Naval, Army and Air Force orders. j (e) Any light exhibited with the consent of the Naval Board from a lighthouse or other structure, on shore or from a light vessel or I other floating structure, being a | light provided solely for the guid- | ance of shipping. | (f) Navigation lights displayed by S aircraft or at aerodromes in ac- j cordance with instructions given I by the Air Board. | 5. Notwithstanding the above-men- | tioned prohibitions, authority is given | to Members of the Home Guard re- | sponsible for manning petrol stations | and to Members of the E.P.S. actually 9 on duty to travel in vehicles using both | parking lights unobscured but without | headlights.
