Mr Ralph Bard, Assistant Secretary of the Navy, addressing graduates of the Naval Reserve School at the NorthWestern University today, said that if isolation and ignorance, for they were the same, had existed, they must be obliterated now. The Middle West had been slow to answer, but now it was fully aroused. Mr Bard declared that the United States was building a Navy with sufficient ships to control the surface of the sea, sufficient aircraft and carriers to control the air over the sea and sufficient submarines to ravish the enemy’s communications beneath the sea.
