PRELIMINARY STEP HOW TO OBTAIN BOOKS. STATEMENT BY CONTROLLER. (By Telegraph—Press Association.) WELLINGTON, This Day. The procedure to be followed by the public as a preliminary step to the introduction of rationing was explained last evening by the Food Controller, Mr J. E. Thomas. The instructions are as follows.— ' • For the convenience of the public, arrangements have been made to reopen all money-order and savings-book cfiices from 7 p.m. to 9 p.m. Monday to Friday to deal with the-issue of ration books. It is possible that some people may not be able to obtain their ration books at night, and to meet this position special central issuing offices will be opened during the daytime in all the cities and large towns where such action is deemed necessary. The location of central issuing offices and the hours of attendance will be announced by advertisement in the main newspapers of the districts concerned. Applications for ration books should be lodged at the local post office. The central issuing office should not be used unless it is in the district in which the applicant resides. Ration books will be made available to every man, woman and child with the exception of members of the armed services whose meals are provided for them and inmates of certain institutions and hospitals who can obtain ration books on discharge. A special book will be issued for women 16 years of age and over. All other persons will receive a general ration book. There is no minimum age. A parent or guardian may apply for the books for all members of his or her family and must produce a registration fee coupon book (social security) for each person 16 years of age or over. As a general rule the ration book for a person under 16 years of age will be issued only on the application of a parent oi' guardian, but special provision has been made for a person under 16 who is living away from \ home and earning his or her own living.
