BLACKOUT TRIAL.

SUNDAY, MARCH 29, 1942. PUBLIC NOTICE. 1. Pursuant to the Lighting Restrictions Emergency Regulations, 1941, Amendment No. 1, and other Amendments, and by virtue of the authority of the Dominion Lighting Controller delegated to me pursuant io the said Regulations, I, the undersigned, do hereby give Public Notice and Order that a blackout trial of all lights otner than those specifically exempted by the Regulations throughout Masterton Borough will be held on SUNDAY, March 29, between 8.30 p.m. and 9.15 p.m., and during that period and for the purposes of the trial the conditions of a “period of emergency” will apply. 2. I hereby give further Public Notice that sound signals will be given by whistles and sirens to indicate the beginning and ending of the emergency period as follows: — (a) The “Alarm,” a succession of blasts of ten seconds duration each, followed by a lull of five seconds, the total period of the signal lasting two minutes. (b) The “All Clear,” a continuous blast of two minutes ’duration on the sirens and whistles. 3. During the period of the blackout trial it shall not be lawful — (a) For any light to be displayed inside any roofed building, closed vehicle, or other covered enclosure in such circumstances that any illumination therefrom is visible from outside the building, vehicle or enclosure. (b) For any light to be displayed otherwise than in a roofed building, closed vehicle or other coved enclosure. Provided that light may be displayed from any external lamp with which any vehicle or bicycle is lawfully equipped so long as the following conditions are complied with, namely:— (i) That the powdr of the lamp does not exceed 7 watts. (ii) That the aperture through which the light is emitted is partly obscured by covert ing the whole of the aperture with paper or some other uncoloured material having a density equal to that of two sheets of newspaper and not wetted, oiled, varnished or treated in any other way so as to increase the transprency .or is partly obscured by any other means so as to produce approximately the same effect; and (iii) That no light is displayed at any time while the vehicle is parked. 4. Lights specifically exempted are as follows: — (a) Any light displayed on any vehicle used as an ambulance, and being at the lime used on urgent ambulance service. (b) Any light displayed on any vehicle used for a fire brigade for attendance at fires, and being at the time pn urgent fire service. (c) Any light displayed by any constable or any member of His Majesty’s Forces acting in the course of his duty as such. (d) Any light displayed on any vehicle while it is being used for the purpose of His Majesty’s Forces to the extent to which the vehicle is made subject to these Regulations by or in acordance with Naval, Army or Air Force Orders. 5. Notwithstanding the above-men-tioned prohibitions, authority is given to Members of the E.P.S. on duty to travel in vehicles using both parking lights unobscured but without headlights. Wardens, police and traffic officers are instructed not to stop vehicles operating in the manner specified in Clauses 4 and 5 above. On this occasion there will be no mobilisation of tire various units in the Masterton Borough Area of the E.P.S. on the sounding of the whistles and sirens, but the Lighting Wardens must be on patrol during the period of the trial, and are instructed to report any breaches of the Regulations occurring in their Districts to the Chief Warden.
