DECLARATION BY GENERAL SMUTS. CAPE TOWN, March 4. Speaking in the House of Assembly, the Prime Minister, General Smuts, said that the Japanese drive westward did not make it necessary to bring back South African troops from Libya. The Japanese danger had been foreseen, and steps had _ been' taken to strengthen South Africa’s coastal defences. The Government had made sure that South Africa was safe and properly defended. Since the fall of Singapore there has been a great spurt in recruiting for part-time coastal defence, and also an intensification of Home Guard training.
