CONSTRUCTION UNDER WAY IN ECUADOR PROVISION FOR POWERFUL PATROLS. PROTECTION OF MINERAL DEPOSITS. (By Telegraph—Press Association —Copyright) (Received This Day, 11.35 a.m.) QUITO (Ecuador), March 4. A Government spokesman revealed that plans are under way for the construction of a United States air and naval base at Salinas, on the Gulf of Guayaquil. It is added that 2,000 United States warplanes have arrived in the Salinas area. Under an agreement between the Ecuadorian and United States Governments, American air and naval forces will patrol the Ecuadorian coast and a land force vzill guard mineral and petroleum deposits in the Salinas area.
