JUSTIFICATION CLAIMED BY AMBASSADOR. (By Telegraph—Press Association —Copyright) WASHINGTON, February 11. The Under-Secretary of State (Mr Sumner Welles) conferred with the Vichy Ambassador (M. Henry Haye) who said he was confident Vichy could justify itself against charges of' French' aid being given to the Axis forces in Libya.
