PRECAUTIONS IN BRAZIL. (By Telegraph—Press Association—Copyright) (Received This Day, 12.55 p.m,) RIO DE JANEIRO, February 8. President Vargas has ordered the construction of air raid shelters throughout the country and the training of the civil population in the correct procedure in the event of air attacks. Meanwhile the War Minister has retained all conscripts of the class, of 1941, after the expiration of their terms of service in the Rio Grande do Sul region. This action was taken because of large concentrations of Germans in that region who have received military training, faking their orders from the German Consul.
