FORMATION AGAINST AXIS ATTITUDE OF AMERICAN REPUBLICS. COMPROMISE RESOLUTION PASSED. (Bv Telegraph—Press Association— Copyright) ‘ RIO DE JANEIRO, January 24. The political committee of the PanAmerican conference unanimously approved a compromise resolution regarding the breaking off of relations with the Axis. Only the formality of approval by the full conference is required to complete action. The text of the resolution follows:— Article 1: The American Republics reaffirm their declaration to consider any act of aggression by an extra-continental State against one as an act of aggression against all. Article 2: The American representatives reaffirm complete solidarity and determination to co-operate together for reciprocal protection till the effects of the present aggression on the Continent have disappeared. Article 3: The American Republics, following the procedure established by their own laws within the position and circumstances of each country in actual international conflict, recommend the rupture of their diplomatic relations with Japan, Germany and Italy. Article 4: The American Republics declare that, before re-establish-ing relations with the Axis, they consult among themselves, so that the decision may have a solid character. The resolution is regarded as a major diplomatic victory for the Argentine, as a mere pious recommendation to rupture relations with the Axis is not binding on anyone. Peru is the first to sever’ relations with the Axis Powers. The delegate from Bolivia, who read the statement, said that the conference now recommended instead of insisted. The modification was necessary because two great nations took that view. Presumably they were Argentina and Chile. The difference was one of form rather than fundamentals, and there was no departure from Continental solidarity. Afterward, a delegate from Mexico said: “Everything has been solved.” The Assistant Secretary of State, Mr Welles, said that the conference had been, successful in achieving the objective of complete solidarity of the 21 republics. ACTION BY URUGUAY RELATIONS WITH AXIS BROKEN. (Received This Day, 12.35 p.m.) RIO DE JANIERO, January 25. The Foreign Ministre. Senor Guani. announced that Uruguay had- broken off relations with the Axis. AXIS SHIPPING SECRET RADIO STATION IN MEXICO. INVESTIGATION ORDERED BY GOVERNMENT. (Received This Day, 12.35 p.m.) LONDON, January 25. It is reported from Mexico City that the Government detailed special communication inspectors to trace secret radio stations operating for Axis shipping.
