He indicated that all past faults would be forgotten, and said that Chungking would be received with open arms “if it only rectifies mistaken ideas.” The Foreign Minister, Mr S. Togo, told Parliament today that, at the very outset of the Pacific war, Japan received assurances from Russia that she would observe the neutrality pact to the, letter.
