DURING THE WAR PERIOD. ATTITUDE OF DEMOCRATIC LABOUR PARTY. (By Telegraph—Press Association.) WELLINGTON, January 7. The following statement was issued by Mr W. E. Barnard, National President of the Democratic Labour Party: “The Democratic Labour Party will not be contesting the three pending by-elections. At the same time we would strongly oppose any Government legislation that would have the effect of banning by-elections in war time and so deny the people of one or more electorates proper constitutional representation in Parliament. The contesting of Avar time by-elections by the Democratic Labour Party depends upon the individual circumstance of the electorate and the war situation at the time.
