WAR PRODUCTION
U.S.A.=CANADIAN JOINT POLICY ACTION NEEDED TO BEAT HITLER. STATEMENT BY PRESIDENT ROOSEVELT. (British Official Wireless.) (Received his Day, 11 a.m.) RUGBY, December 23. A Washington message says President Roosevelt has issued a statement approving the declaration of policy by the joint Canadian-American War Production Committee, calling for a combined, all-out .war production effort and the removal of any barriers thereto. The joint declaration of policy makes the following points: — (1) Victory requires a maximum war production by both countries in the shortest possible time, regardless of cost.
(2) All-out production requires a maximum use of the labour, materials and facilities of each country. (3) The achievement of volume and speed requires that the production resources of both countries be integrated towards a common programme. (4) Each country should produce towards the maximum point of output in a minimum time.
(5) Scarce materials required from the other country should be allocated as quickly as possible, in order to enable a maximum contribution to output. -
(6) ' Legislative and administrative barriers, including' tariffs, etc., impeding the free flow of needed supplies should be suspended or otherwise eliminated for the duration of the war. (7) The two Governments should take all necessary measures to implement all the foregoing. In his statement approving the joint policy, President Roosevelt says: “Through brute force and enslavement, Hitler has secured a measure of integration and co-ordination of the productive resources of a large part of the Continent' of Europe. We must demonstrate that an integration and co-ordi-
nation of the production resources of the Continent of America is possible through democratic processes and free consent.”
